History of QNA:

The Queens Neighborhood Association was originally founded as a homeowner’s association. For decades, QNA stopped functioning as an HOA and continued as a civic group. In 2022, the bylaws were re-written to reflect QNAs values and officially label the group as a Neighborhood Association.

New bylaws brought new rules and the removal of HOA related regulations. QNA has no authority of any typical HOA, including placing liens on properties. QNA prides itself as a free civic organization; an organization that does not collect dues, show favoritism to any business, ascribe to any one religion, align with any political party, support financially or otherwise any political figure, or report to any persons other than the members of QNA.

Our general meeting structure has remained relatively the same throughout the years. At all times, the President calls and leads meetings. We open with a prayer, followed by the pledge of allegiance the United States flag and to the Texas flag. We introduce new members, recognize guests, and typically have guest speakers. In general meetings you may see public office holders (the Mayor of Pasadena, Pasadena City Councial Members, a representative of our State Senator, a representative of our State Representative, the Harris County Sherrif, our Harris Country Commissioner, etc.), Pasadena police officers, and owners/leaders of local business/organizations/churches.

QNA has historically kept an honorable position for the sitting District B councilperson of the City of Pasadena. This special position, City Liaison, allows the councilperson to act as an officer, regardless of whether they live within QNA boundaries. QNA welcomes all other sitting public office holders and political candidates as guests, who may at times be allowed to introduce themselves or speak.

Financial records of QNA:

Our organization is strictly non-profit. The officers of our board perform their duties as unpaid volunteers. Treasury reports are required at every QNA meeting. Our funds are held in a bank account, only accessible to the President and Treasurer. The usage of QNA funds is detailed in the bylaws.

The QNA Board:

Officers are elected to run QNA. The number of officers changes over time as needed for the organization to operate properly. Candidates for office are accepted if they: accept the QNA bylaws and all its contents, act in good faith on behalf of members, have known history throughout the community of being honorable.
